  • Review of the Adult LLN Practitioner Scholarships Program:

    Quantum Consulting Australia have recently completed the Review of the Adult Language, Literacy and Numeracy Practitioner Scholarships Program.

    The Review examined all aspects of the Program including the effectiveness and efficiency of the Program in connecting people to the LLN Practitioner field; the appropriateness of the existing funding model and administration process; the satisfaction of recipients, trainers and training providers with the delivery of the Program; and the employment outcomes of the Scholarship recipients; and suggest possible improvements and or enhancements to the delivery of the Program.

    Consultation with a number of stakeholder cohorts and analysis of the relationships between the Department and the administrating agency provided insight into the potential enhancements of the Program.

    Review of the Provision of Business Advisory Services by Third Party Providers:

    Quantum Consulting Australia were engaged to conduct a review of the Small Business Centre (SBC) Program and SBC Network for the Small Business Development Corporation (SBDC).

    This Project reviewed the SBDCs current use of third party providers to deliver business advisory services and provide recommendations on future design, governance framework, outcome measures and service type that best fits the current and future requirements of small businesses in Western Australia.

    The Review built an understanding of the governance framework, funding arrangements and operational processes within the SBC Program and consulted numerous stakeholders to the Program. From the analysis of information collected, elements of future business models were developed and assessed for appropriateness and alignment with the SBDCs strategic direction.

    Review of the Aboriginal Community Patrols in Western Australia:

    Quantum Consulting Australia were engaged to undertake a review of the Aboriginal Community Patrols in WA. This review assessed the effectiveness, efficiency and appropriateness of the Patrols in achieving the outcomes sought by State Government and provided advice on options for procuring and managing Patrol services and for evaluating proposals for new Patrol services. The Review also provided an assessment of the value for money obtained from the State Government’s current investments in Patrols.

    In conducting the Review, client consultation was undertaken in Kalgoorlie, Perth, Broome and Roebourne with relevant Patrol Service Providers in order to develop an understanding of the challenges faced and strategic focus within different regions.

    Each Patrol Service Provider was assessed and a rating was applied under each of the abovementioned categories, identifying areas for enhancement at the Patrol Service Provider level and at the program level.

    The Department of Aboriginal Affairs was provided with a Patrols Assessment Framework, which can be utilized in future performance assessment and act as a framework for milestone based funding.

    Gascoyne Aboriginal Cultural and Recreational Needs Study:

    The Gascoyne Development Commission engaged Quantum Consulting to conduct a study into the Aboriginal cultural and recreational needs within the Gascoyne Region. Using a culturally appropriate approach to public and community consultation, this Study provided local Aboriginal people the opportunity to discuss their views regarding potential improvements to the cultural and recreational activities in the Gascoyne.

    The Study identified the cultural and recreational infrastructure (both natural and man-made) in order to assess the current provision of facilities and services to Aboriginal people. The Study provided a number of key recommendations for the inclusion in planning and development by the local governments and other local agencies. The report provided guidance to a number of agencies within the Gascoyne Region.

    Review of the Building and Construction Industry Training Fund and Levy Collection Act 1990:

    Quantum Consulting were engaged to complete the statutory Review of the BCITF & Levy Collection Act 1990. This Review included assessment on the effectiveness of the Board, the extent to which the Construction Training Fund had attained its objectives and whether the Act should continue.

    The Review included consultation with a number of key stakeholders within the building and construction industry, an assessment of achievements of the objectives and the provision of a summary of key areas in which enhancement could be made to the CTF.

    Simon Hood was recently appointed a Fellow of Chartered Accountants Australia and New Zealand (CAANZ), recognising his continued contribution to the industry.
