Simon Hood
Simon is a Fellow of Chartered Accountants Australia and New Zealand, a Fellow of the Governance Institute of Australia, a Fellow of the Australian Institute of Management, a member of the Australian Institute of Company Directors and the Australasian Evaluation Society. He has over 28 years’ experience providing assurance and management consulting services to government and corporate clients.
He has a particular interest in organisation performance and regularly undertakes consultancies designed to:
- Identify the factors which drive, or alternatively hinder, organisational performance and develop strategies to enhance/address those factors; and
- Consider the legislative and compliance framework within which the organisation operates and align the policy/compliance framework of the organisation to the existing environment and position the organisation to deliver against its objectives.
This approach is applied in the conduct of evaluation consultancies and business and process reviews to Government agencies/departments in which Simon frequently facilitates workshops, public consultation forums, focus group meetings and other business review consultations.

John Gardiner is a Clinical Psychologist with over 30 years’ professional experience - having worked as a psychologist with children, adolescents, families, couples, adults and organisations.
His appointments include:

- Member and Chairperson of Disabilities Advisory Panel’s for the Department of Education
- Former Chief Psychologist & Director Consultation & Liaison Program - Psychological Medicine Clinical Care Unit Princess Margaret Hospital
His research interests and professional engagement focus include:
- Promoting collaboration between government agencies responsible for youth at risk and
- Stress and burnout amongst allied health professions

Jonathan E Smith – Associate and Senior Principal Consultant
Jonathan is a senior management consultant with over 25 years experience in helping clients improve and optimise their business processes.
He has a wealth of experience advising and working with senior stakeholders, particularly CFOs and COOs, on how best to deliver on their business strategies through business transformation. That is, understanding and articulating the business case and drivers, developing and rolling out the execution strategy (people, process, technology/digital) and, shaping and embedding the change management strategy.
He has previously held leadership roles in tier1 consulting firms including as a Partner with KPMG and a Managing Director with Accenture. He has published and publicly spoken on subjects such as cost management, building sustainable cost cultures and the CFOs role in developing and executing corporate strategy.
He holds an Executive MBA from the University of Western Australia and attended Harvard Business School’s Authentic Leadership Development course. He is also a Six Sigma Green Belt and a PRINCE2 Practitioner with particular expertise in "directing projects".

Alan Beattie
Alan Beattie is a community consultation specialist, he has over fifteen years experience in community consultation/liaison, community development, business planning and facilitation and employment and training. Alan has extensive experience in planning, conducting, reviewing and reporting on community and stakeholder meetings, particularly with Aboriginal communities and organisations.
Prior to commencing work as a consultant in late 2000, Alan worked in the WA Public Sector over 10 years and the Commonwealth Public Sector for nearly 5 years, including the role of Deputy and then Regional Manager for the ATSIC Broome region.
Alan has conducted consultation with over 100 Indigenous communities and organisations throughout Australia and has been a key team member of a number of Indigenous organisation feasibility studies and business plans.
Alan holds a Certificate of Public Participation pursuant to the International Association for Public Participation’s (IAP2). In 2006, Alan became one of a handful of accredited deliverers of this training course in Australia.
Alan provides consulting services to Quantum Consulting Australia for projects associated with community consultation.

Matthew Rose
Matthew has over 10 years of successful leadership experience optimising business critical activities, providing fiscal security, managing governance and leading strategy and policy reform. He has a history of success within complex, publicly funded, and member-based organisations leading successful projects and technology based solutions solving difficult problems.
Matthew has particular skills in developing productive stakeholder relations to support effective strategies, policies and business critical functions. Matthew is a member of the Association for Tertiary Education Management and has significant experience in the following areas:

Gary Martin
Gary has over forty years of experience as a local government officer, CEO and consultant in the Metropolitan, Goldfields, Esperance, Gascoyne, Murchison, Wheatbelt, South West, Pilbara and Kimberley regions of Western Australia. Gary specialises in conducting compliance, accountability, performance and internal management reviews, and conducting needs assessment and strategic planning for local governments.
Gary has had significant experience in consulting with Indigenous people, organisations and communities. He has a thorough understanding of the workings of local government councils, through previous employment as a CEO for several local governments in Western Australia.
Gary provides consulting services to Quantum Consulting Australia on local government projects.

Dr Clair Scrine
Clair is an experienced Researcher and has a particular interest in research and programmes focusing on Indigenous health and wellbeing. Her work focuses on the early years and adolescence as two critical time periods impacting on a range of outcomes across the life course. Clair has undertaken a number of community based participatory research projects across WA.
Clair’s work as a research consultant has included the development and delivery of evaluations, strategies, guidelines and protocols and high level reporting. These projects have involved multiple government and non-government stakeholder coordination, complex data collection and analysis, multi-sector translation and dissemination strategies and working in culturally secure ways. Clients and partners have included community-based organisations, peak bodies, government and non-government agencies, and health care service delivery organisations.

Ian Hobson
Ian is a chartered accountant who has over 20 years of professional accounting experience in Australia, UK and Canada. Ian specialises in providing company secretarial services, financial controller, general consulting services, insolvency advice and non-executive director positions to ASX listed companies.
Ian currently provides independent consultancy services to a range of companies within Western Australia, and provides consultancy services to Quantum Consulting Australia for projects that require probity and governance advice.
